That first window looks like a Belcher to me (although I never found a large scale version, so it's hard to see for sure).

In hindsight, the first window is the Belcher......had to blink a few times to see it clearly.....rather large one!!

The second window is very likely by Tiffany.
Tiffany's 1910 list includes an "ornamental window" in the library.
The earliest reference I have found so far which says explicitly that that second window is indeed by Tiffany is a 1907 Moffatana Bulletin. It does not say who made the first window. The article is on page 1 in the July 1907 edition (the pdf opens in April 1907 so you have to either search for Tiffany, or scroll down a bit; and they call the first window the second one and vice versa):

Some other Moffatt library webpage does mention that the first window is by Belcher. So in theory they know.
