The Institute of Conservation in Great Britain, does have an Accreditation program for stained glass conservation.   Linda Cannon and Drew Anderson explained the details at the 2006 AGG Conference in Albany.   This could work in the U.S. through the AIC, but a group of conservators would have to take the initiative.
